Due to incorrect wording of amendment 14, in 1898 the Supreme Court ruled that nearly anyone born in the United States is a citizen. A constitutional amendment is needed in order to render a rational concept of citizenship by birth. I present such an amendment, and for completeness I show what amendment 14 should have originally stated.
